米連邦国務部、「日本海単独表記」再確認



連邦国務部が東海(East Sea)を日本海(Sea of Japan)と単独表記しなければならないという既存の立場をもう一度公式に確認した。


このような米政府の立場は韓人権益伸長委員会などニューヨーク韓人団体が先月21日、ヒラリー・クリントン国務部長官に「日本海を東海に変えて表記してほしい」と提出した書信に対する返事を通じて明らかになった。

連邦国務部のエドガードD.ケイガン韓国課長は最近、権益伸長委に送ってきた返事を通じて「米国は永らく海上などについて単一地名原則(single name policy)を守っている」と前置きした後、「日本海を表記するのは連邦政府機関の地名委員会(United States Board on Geographic Names)の表記方針に従ったもの」としながら東海表記には変えられないという既存の立場を再確認した。

彼は引き続き「(東海表記問題が)韓国と日本の間の敏感な問題であることはよく分っている」としながら「両国と同盟関係の立場の米国は、この問題を両国がうまく解決するよう望む」と伝えた。

ケイガン課長はまた、返信を終えて「米国は共有価値と相互支援を土台にした深い同盟関係を韓国と維持している」として「米国と韓国の関係はこれまでのいつよりも強力だ」と表明した。ケイガン課長はしかし韓人団体が書信を通じて要請したクリントン長官との面談と関しては返事をしなかった。


これについて韓人団体の関係者は「米国は今まで韓国・日本両国の意見一致が重要だという立場を堅持してきたが、今回の返信はこのような政策が全く変わっていないことを見せるもの」としながら「しばらく東海併記実現は容易ではないと見られる」と話した。

SB200は日本国民の団結によって阻止する事が出来ました。
(※1/26のヒアリングで東海併記は「否決」されました)

ですが、残念ながら韓国はロビー活動に巧妙な手口で、何よりも資金を使い強引にすすめます。
政府がお金を出す。 民間団体は執念深く、相手が根負けするまで押し続けるやり方は、日本政府も少し見習ったらどうでしょうか。
アメリカから見れば、日本と韓国で勝手に決める問題であるとの姿勢ですが、当然だと言えます。

今月中旬、クリントン国務長官に日本海呼称問題と慰安婦問題のお手紙をお出ししたのですが、チラッとでも見て下さっているとありがたいです。

国内でデモしたり、請願出したり、署名活動したり、色々やってみたのですが、この様な問題で国民が出来る事は、直接海外の政治家にメールや手紙で訴える方法が一番効果的だと分かりました。
国内で報道される事も無いデモをいつまで続けても、自己満足に過ぎないのです。


私達も在米韓国人ロビー団体に負けずに、コツコツと米国の政治家にメールや手紙を出しましょう。
そしてSB200 のように法案が否決された場合には、米国議員にお礼のメールもお送りしましょう。

いつも通りの良識ある日本人のやり方は、相手に誠意が伝わら無いはずはありません。
特別なことをしなくとも、地道な活動がいつかきっとその成果を示すと信じています。

在宅ロビイストとして大きな成果をあげている加藤健さんのブログです。
加藤健さんは長年拉致被害者救出に力を注いでいますが、日本人にはなじみの無いロビー活動についてご参考になることが書かれています。
なお、「ロビー活動」とは、ホテルのロビーで根回しをするため、その名前になったそうです。

私は東京在住の日本人主婦でございます。

② 東日本大震災から一年を迎え、私達日本人はあらためてアメリカ政府とアメリカ国民に深く感謝を致します。
大きな悲しみの中、日本人は「Operation Tomodachi」によって、以前にも増して米国に親しみを感じています。今までも、そして今後もアメリカは日本にとって最高のパートナーであり続けると信じています。

③ クリントン長官にお願いがございます。

④ 今、日本は隣国・韓国と「竹島」「慰安婦問題」「東海の日本海併記」という大きな悩みを抱えています。

⑤2011年12月14日には、ソウルの日本大使館前に、元慰安婦の記念像が建てられました。
その4日後、韓国の李明博大統領が訪日した際の「日韓首脳会談」では「謝罪と賠償を行わない限り(元慰安婦の)おばあさんたちが亡くなるたびに第2、第3の碑(像)が建てられるだろう」と野田総理大臣に圧力をかけています。

⑥ ご存じのように、在米韓国人によるロビー活動は近年激しさを増し、2010年10月23日、ニュージャージー州のPALISADES PARKの図書館横には「慰安婦碑」が建立されました。
また在米韓国系ロビー団体(KAVC)は、今後、米国内に20もの「慰安婦像」
を設置しようと計画していることが報告されています。

⑦ 「慰安婦問題」はご存じのように、韓国が日本から永遠に賠償金を要求するための歴史ねつ造ですが、次々と繰り返される韓国政府とKAVCのロビー活動に、日本国民は打つ手も無く、途方に暮れています。

⑧ このような歴史ねつ造認識による「従軍慰安婦問題」は、米国に居住している邦人の名誉を著しく傷つけることとなっています。
また在米邦人の子供たちは、「韓国人女性をレイプした日本人の子孫」として学校でもいじめにあい、転校や帰国を検討している生徒もいると聞いています。

⑨ それと同時に、日本海を東海に名称変更するための、KAVCによるロビー活動も止まるところを知りません。

⑩ 米国バージニア州の州議会で推進されていた「東海(East Sea)と日本海(Sea of Japan)の教科書併記義務化法案(SB200)」はスティーブン・マーティン委員長がタイブレーク(議長決裁)で反対票を投じ、賛成7反対8で否決されました。
私達日本人は、反対票を投じて下さった7名の議員とスティーブン・マーティン委員長に心から感謝申し上げます。


⑪ 「SB200」は、韓国人密集地域が選挙区であるデービス・マースデン(Dave Marsden・民主)議員が提出した法案ですが、なぜ彼がKAVCの一方的な主張だけを信じてしまうのか疑問に思います。
長い歴史を持ち、世界で広く使われている「日本海」という名称を、韓国の要求で変更することは世界に混 乱をもたらします。
「日本海」は19世紀初頭には国際的な単一名称としてすでに確立しています

⑫ もし今後「慰安婦問題」や「日本海呼称問題」がアメリカ政府で取り上げられたり、話題になる事がありましたら、韓国政府やKAVCのねつ造資料を一方的に信じたりせず、正しい一次資料をお調べ下さるように、各州知事や州議会議員にアドバイスして頂けるとありがたく思います。

⑬ お忙しいクリントン長官にこの様なお願いをするのは申し訳なく思います。
私達は広い心を持ち、嘘や偽りのない真面目な日本国民として、最も信頼する米国と絆を深めて互いの発展のために努力して参りたいと思います。

Pleased to make your acquaintance.
I am a Japanese housewife living in Tokyo. 

② One year after the Great Eastern Japan Earthquake, we Japanese once again offer our deepest gratitude to the United States government and to the citizens of the United States.
Amongst this great sadness, Japan feels even closer to America than before through “Operation Tomodachi.”
I firmly believe that America has always been—and will always continue to be—Japan’s greatest and most awesome partner.

③ I have a request for you, Madam Secretary.

④ Currently, Japan faces several major problems with South Korea, regarding the “Liancourt Rocks” (“Takeshima”), “military comfort women,” and the “Sea of Japan/’East Sea’ naming dispute.”


⑤ On December 14th, 2011, a commemorative statue of a former military comfort woman was erected in front of the Japanese Embassy in Seoul.

Four days later, when President Lee Myung-bak of the Republic of Korea visited Japan for the Japan-Korea Leaders’ Conference, he threatened Prime Minister Noda with the comment that “as long as Japan doesn’t apologize sincerely and provide reparations, a 2nd and 3rd statue and so on will be erected each time one of the women (former comfort women) dies.”


⑥ As you know, the lobbying activities by Korean-Americans have increased in intensity, and on October 23rd, 2010, a “comfort woman statue” was erected next to the Palisades Park Public Library in New Jersey.

Additionally, it has been reported that the Korean American Voters’ Council plans to erect 20 more of these “comfort woman statues” throughout the United States.


⑦ The “comfort women problem” is an attempt to fabricate history for the purpose of allowing South Korea to eternally continue to demand compensatory payment from Japan, but there is nothing that the people of Japan can do with regard to the constant lobbying activities of the South Korean government and the KAVC.


⑧ Due to this fabrication of history known as the “military comfort women problem,” the children of Japanese-Americans, labeled as “the descendants of the Japanese people who raped Korean women,” have faced bullying in schools, and I have heard of students who have even had to consider transferring to different schools because of this.


⑨ At the same time, there also appears to be no end to the persistent lobbying activities of the KAVC with regards to the changing of the name of the Japan Sea to the “East Sea.”


⑩ The bill to make it obligatory to include the name “East Sea” along with the name “Sea of Japan” in textbooks (SB200) which was being put forth in the Virginia state legislature received a dissenting vote from committee chairman Senator Steve Martin, thus breaking the tie and allowing for the bill to be rejected with a 7-8 vote.

We as Japanese people would like to offer our sincerest thanks and gratitude to Senator Steve Martin from the bottom of our hearts.


⑪ The “SB200” bill was proposed by Senator Dave Marsden (Democrat), whose electoral district is heavily populated by Koreans, and I hold serious doubts regarding the reason for his belief in the one-sided claims of the KAVC.

The name “Sea of Japan” has a long history and is in wide use all around the world, and changing this name simply to appease the demands of South Korea will cause confusion for the rest of the world.

The name “Sea of Japan” has been established as the singular international name of that particular sea since the beginning of the 19th century.


⑫ In the event that the United States government should take notice of or become involved in the “comfort women problem” or the “Sea of Japan naming problem” in the future, I would greatly appreciate it if you could make a point to advise state governors and senators to look into the matter through the inspection of appropriate primary source materials, and avoid one-sidedly believing the historical fabrications of the South Korean government.


⑬ I understand that as Secretary of State, you must be extremely busy, and so I apologize for presenting you with such a request.

Japan is a small nation. However, as a nation of serious, hardworking people who do not subscribe to lies and fallacies, we would like to continue to deepen our bond with the United States and work closely together for the sake of the advancement of both of our nations.
